Goldwind Shares Under Pressure: EU Commission Investigates Goldwind Over Possible Competition-distorting Subsidies

Brussels (Belgium) - The European Commission has launched an in-depth investigation into the Chinese wind turbine manufacturer Goldwind Science & Technology Co., Ltd. The probe is based on indications that the company may have received state subsidies from China that could distort competition in the EU internal market. The case is being handled by the Directorate-General for Competition under reference number FS.100143.

The investigation focuses on possible grants, tax benefits, and preferential financing in the form of loans that could strengthen Goldwind’s market position in the European wind energy sector. Goldwind is present in the EU, among other things, through its subsidiary Vensys and additional affiliated companies, and is involved in the production and sale of wind turbines as well as related services.

The Commission had already initiated a preliminary review on its own initiative in April 2024 and sent requests for information to several companies active in the wind energy sector. Based on the information obtained, it now considers there to be sufficient indications to warrant a more detailed investigation.

The legal basis for the proceedings is Regulation (EU) 2022/2560 on foreign subsidies distorting the internal market. The regulation has been in force since 13 July 2023 and empowers the Commission to investigate competitive distortions caused by state support from non-EU countries and, if necessary, to take corrective measures.

In the further course of the proceedings, the Commission will examine whether the subsidies actually cause distortions of competition. If the suspicions are confirmed, the Commission may accept commitments, impose conditions or remedial measures, or close the case without objections.

Investors have reacted cautiously on the stock market this week. By Thursday evening, Goldwind shares had fallen by almost 11 percent to €1.41. The stock is listed in the global renewable energy equity index RENIXX (Renewable Energy Industrial Index).
