Capital from Abu Dhabi for Offshore Wind and Battery Storage: Masdar and Luxcara Explore Investments of More Than EUR 5 Billion
Hamburg/Berlin – Abu Dhabi-based investor Masdar and Hamburg-based asset manager Luxcara are exploring a partnership for investments in offshore wind energy and battery storage in Germany. The two companies signed a memorandum of understanding (MoU) during the state visit of the President of the United Arab Emirates (UAE). Masdar also signed a separate MoU with RWE.
Investment Framework of More Than EUR 5 Billion: Masdar and Luxcara Explore Joint Projects
Masdar and Luxcara signed an MoU for a strategic partnership. The companies are exploring joint investments of more than EUR 5 billion in battery storage, offshore wind energy and possibly other technologies in Germany and beyond. According to the companies, the MoU is subject to definitive agreements as well as customary conditions and regulatory approvals.
“We are exploring a promising partnership with Masdar that could bring meaningful investment into Germany's offshore wind and battery storage sector,” said Alexandra von Bernstorff, Managing Partner at Luxcara. Partnering with a global investor of Masdar's scale further underlines Luxcara's position as a gateway for international capital seeking exposure to European energy transition infrastructure, von Bernstorff added.
Luxcara is a management-owned asset manager offering institutional investors equity and debt investments in European energy infrastructure. According to the company, its portfolio comprises investments in 12 European countries, spanning generation, integration and storage.
Masdar is jointly owned by TAQA, ADNOC and Mubadala and, according to the company, has been invested in Europe for more than ten years. “By combining Masdar's global investment and development experience with Luxcara's strong capabilities in the European market, we see significant potential to create long-term value,” said Mohamed Jameel Al Ramahi, CEO of Masdar, about the partnership with Luxcara.
Masdar and RWE Explore Joint Participation in German Offshore Tenders in 2027
Masdar is exploring joint participation with RWE in the German offshore wind tenders in 2027. According to the companies, the indicative investment value of a possible collaboration exceeds EUR 3 billion. Masdar is already active in the German offshore wind market: it holds a 49 percent stake in the 476-MW Baltic Eagle Offshore Wind Farm, which it realised together with Spanish energy company Iberdrola. In February 2026, Masdar and RWE also signed an MoU on battery storage in Germany.
In parallel, RWE and state-owned energy company ADNOC are negotiating up to two long-term LNG supply contracts for Germany and Europe, set to begin in the early 2030s. With Masdar in renewables and ADNOC in gas, Abu Dhabi is thus present in the energy business with Germany on two fronts.
State Visit: Strategic Dialogue and Investment Council
The state visit of UAE President Sheikh Mohamed bin Zayed Al Nahyan to Germany took place from September 9 to 11, 2026, at the invitation of Federal President Frank-Walter Steinmeier. Together with Chancellor Friedrich Merz, Al Nahyan announced a Strategic Dialogue intended to revitalise the Comprehensive Strategic Partnership established in 2004. Merz and Al Nahyan also welcomed the signing of an MoU on the establishment of a German UAE Investment Council.
